Same thing with vehicles in Alberta. It's very different from Ontario here. I bought a '77 Toyota Celica GT here in AB for $500. Got insurance for it ($150 for full coverage per year, no questions asked) and registered it (no inspections, no emissions, nothing).
1st inspection of a car at 4y, 2nd at 7y, and then every 2 years! Emission test every 2nd year. Inspectors are fussy, if the car has rust, it's doomed. You're scared to go there with a car >10y, you're likely sent home with a list of deficiencies you need to fix that cost you 1k.
