Depends a little bit on what kind of board it is. Very generally speaking, a 155 is slightly on the short side - but that might not be a bad thing for a beginner on a small mountain.
Bigger concern whether the board is too narrow - with size 13 boots he should probably be on a wide board (manufacturers typically make regular and wide versions of most boards - he will need the latter).
