I've never owned/ridden a Burton binding but have noticed (mostly around here) that fit as you've described is a common issue.
If you've found boots that fit well and ones you love, stay with the boot and try for different bindings. Don't sacrifice boot fit/comfort. Find a binding to fit your boot instead.
My 32 boots (wider toe box) fit perfectly in both pairs of my Union bindings. Snug but not tight, no jamming them in there. Definitely worth looking into; I've been super happy with Union.
