Is straightening to become less aerodynamic part of braking?

As I said, I really don't want to get into a big debate about the cop's actions. When I first saw the video, I thought it was just a car taking a left. I could see myself taking that left, I could see my elderly mom taking that left. And if that wasn't enough room to take left in front of them, are they riding too fast for conditions?
I don't know that it's necessary, but straightening is part of my braking process on my skateboard. I'd imagine long boarding is similar.
