I've personally always kept it. My reasoning is that once you remove that water, the ice then has to cool the now abundant air present inside the cooler. Keeping the water in will help maintain a cooler temp. along with the remaining ice. As long as all your stuff is in baggies and whatnot.

Take yourself to higher places.
