Colorado is probably going to be your best bet. At that time of year everyone, including Colorado is just getting going. So don't expect fantastic conditions. Colorado has the higher altitude and colder temps that allow for snow making to get started back in October while everyone else is still waiting for it to get cold enough to make snow. So a lot of runs will be open by then just based on the snow making. Throw in a few good storms and you can have anywhere from 50-80% of the mountain opening by then. The last two years the first week of December has been great. I've also seen plenty of season where December sucks though.
Hood would be another spot to consider. The glacier is open year round and if they get some storms, things could be very good.
