As a consultant, I have been in meetings where they go over technical documents nitpicking wording, spacing, and other bullshit that really doesn't make a difference. Then you go back, revise the document, and go through the process all over again. These meetings have 8-10 people in them, and go on for 3-4 hours. It absolutely ridiculous how much money government wastes.
