Boots are the one piece of gear you don't want to gamble on. Each brand fits different and riding on the wrong size will make you hate yourself after the first 20 minutes. If you have to, search around the forums for boots that fit true to shoe size.
Find your size by trying on in your local shop and buy that exact make/model/size either there or online.
Unfortunately, $150 is unrealistic. A decent deal on a used board from the last couple years may run you $130-250 alone. If you're including the whole hardware setup + outerwear (clothes), be prepared to spend a very conservative $400-500 on used gear. Snowboarding is a great but expensive sport.
