Not Skullcandy, they'll spend most of there time in freight between warranty issues. Maybe look at something like Aerial7 or go check out your local electronics store and see what you like. I have a pair of reasonably cheap (in your giftee's price range) Phillips headphones, but they are the behind the neck ones - they have reasonable sound quality and a battery powered noise cancelling pack in the cable line (not necessarily a good thing).
If you are interested in 'in ear' phones, then i'd suggest Ultimate Ears or Sennheiser. Both are with in your price range and offer great sound quality.
