That's classic Garrison right there, but I'd agree that the mouse penis was tedious. With any series, especially long running ones theres ebs and flows. Cartman getting Aids was not a bad episode at all, so saying they suck IMO, is far off.

No I am only talking about those 4 episodes, I am not sure but I think they were in a row. And yes they were disappointing episodes at least for my taste. The worst of them all has to be todays what a lame episode.
The penis one was pretty good, any episode with Garrison is usually a good bet, and the aids one although it pushes the limit, was excellent, Cartman is such an evil kid
