I have DC Farside pants that, while on the regular inseam side, has snap buttons on the bottom hem that will prevent the pants from scraping on pavement.

You can try to look for pants that you can either draw in the bottom hem with a cord like Special Blend's Annex pants or lock in the bottom hem above the shoe/boot as in the DC Farside pants.

Unfortunately for us this is all we have to work with.
