You can get bitter apple spray at a pet store. Cats and dogs don't like the smell. You can also get citronella oil which repels bugs as well.

You'll have to spray it around the perimeter of your yard and be generous. It won't harm your plants. Unfortunately, you'll have to respray after some time and especially after it rains.

Another option is to have citronella plants around your yard. Probably, the most effective because the scent is so strong.

Speaking of plants, look for any catnip in your yard and get rid of it asap.
