Well being that Joel is a meteorologist I'd expect that from him. If you read the link youd see it says climate prediction center
, which is what a Climatologist does. If you want to know what a storm is going to do, listen to the Meteorologist. If you want to know about the factors driving storms, listen to the climatologists. So its safe to say that these outlooks are just outlooks. They are based off of observational data, Like the fact that Equatorial waters are warmer then they have been in recent years. Which indicates a El nino pattern that dictates the pattern storms and weather systems follow. Not snowfall totals and current temps.
