I have Large Rome 390 Bosses. If I slim down to a 9.5 boot size, will I also need smaller bindings?
Might depend on the boot, best to ask Rome. Get boots then ask.

Also being in something sub 11 opens up a ton of other options. I rode Bear nearly exclusively this last year. I started the season weighing close to what you do and my go to board before I gained weight was a Signal Park Flat 152. $360 and a bombproof sintered base. Local too. Another great option that is also local is the Echelon Rounds
