There may be 1 anomoly, but as a rule you can assume the asnwer is no.
There are several threads like this every seaons and none of them include "but it was locked".
The simple logic here is that if a locked board is leaning next to 20 unlocked board, they don't want yours that bad. Then again maybe they had wire cutters in their pocket. Its amazing how many people don't lock their shit, if you find a locked NS in CO, you simply move along, gee, theres 10 brand new unlocked NS's.
