Like with humans, the early teens can be dicey. Totally chaotic and unreliable. They've had a decent start to the season, now, so Jan could be a good option. However, I've seen them hit killer dry-spells in January.
Also, when you are checking the weather, check the weather at the mtns, not SLC. You're looking at a good 5000+ foot of elevation gain from Dowtown SLC to the top the of the peaks. That makes a difference between rain/sun and snow! Many times I've experienced light sprinkles or nothing in the Valley and 5-8 inches of snow on the mountain.
FEB/March are usually reliable options. Here is some data if you're a number cruncher.
