Question Can my binding rotate its highback?

I have the Rossignol Cuda V2 binding and i adjusted the highback to be parallel with the edge, but after i screwed it back in the highback and the top boot strap is stiffer than before and there is a squeak when i move my highback up and down. Is it cause my highback doesnt have the ability to rotate or its just bad design?

Are those holes for highback adjustment?
