Don't know about the Cartels, but I have women's boards (as I am a woman), and I just bought Union men's bindings for my boards in mediums. They fit the board. There is a little overhang on the toe-side edge. I would say 1 cm-ish. The only problem I have is I can't get my foot centered quite right on my smaller board because the binding is as far forward as the holes allow. On my longer board, no problem at all.

But I'm talking 1-2 cm.

Also, an 8 or 9 men's boot translates to a 10 or 11 women's boot. My Union bindings recommend women's size 6-10. If she's a women's 11, they might actually be too small. You can always do a Google search for the binding and the recommendations for sizing. It should give recommendations for women's sizes, too. If I were feeling a little more spunky, I would search for you. But, give a man a fish, yada, yada...

Yes, you can adjust the straps. Some bindings let you adjust the heel cup, also. I had to put my straps on the smallest setting and they JUST fit my 8.5 women's boot.

You could also just bring the bindings with you when you buy the board and see (with your eyes) if they fit.
