Default rough spots on base

i have a burton t6 which is a few years old. The base was in rough condition so i waxed it and i noticed that there is still a spot that is rough, even though i waxed the board twice to try to get rid of it... it seems like there are a bunch of scratches that make it rough, but the wax is not filling the scratches to make it smooth... its not a gouge, but just a rough spot, any ideas how i can get rid of it or should it not matter if it is there?

wax does not fill the scratches... might need p-tex
