Maybe you just have poor circulation in your hands. Warm blood doesn't flow as quickly as I'd like into my hands, so regardless of insulation, my hands still get cold. I like mittens better than gloves so I can move my fingers around together inside the mitten to help the blood flow.

I've got the same problems and no matter what gloves I use my fingers always get cold. I found some Defcon Goliath Team gloves that come with a thick liner that has a pocket on the back of the hand to put hand warmers in so I usually put one in there and hold one in my palm. It helps to pull your fingers down make a fist around the warmer. The only other thing you could try would be battery operated liners but they're expensive.
