if money wasn't an issue what would be the best board you could get with a soft flex and rocker feel?

Burton antler is soft, has carbon in it for lightness, not rocker but Flying V. It's in the higher end of the line.

i would go with a K2 fastplant if i wanted a softer rocker board.

haha that's what I was thinking. Why bother getting a more expensive board if a cheaper one will be more fun/better fit to what you want?

Arbor Wasteland seems like a sweet board though(pretty much just an upgraded Coda I think)

Say what? Unless Arbor has really changed the design of that stick, it's a freeride/big mountain board.

It's full rocker and Arbor doesn't say it's very stiff and that's all the OP was really talking about and while it is a big mountain board isn't it a 'treat the mountain like your park' kind of big mountain board?
