using 09 32 lashed size 9 with s/m targas. they just fit width wise.

09 vans cirro 9.5; L/XL remember to adjust the settings of the binding. at first i thought they were too big, but when you move some stuff around, it fits perfectly. heelcup slides in a notch

well heres the thing the 09 j jones boots supposedly have this shrink tech where a 9.5 is the footprint of a 8.5 guess they just thinned everything out so if it is actually a 8.5 then can i get away with the s/m?

I can't tell you about those boots, but I had '07 Burton Moto's Sz 8 that fit with the adjustments maxed out. I used the toe strap as a cap, and it was about at the end of the adjustment range. Best would be to try before you buy. If that's not possible make sure they accept returns, some of the clearance sales don't. I think you're safer to go with the L/XL.

man i just hate massive highbacks which is y this decision is so hard and it sucks thats im like right on the border of the 2 sizes. o if it makes a difference i would like to put the targas on a 151 airobic

You need L/XL. You're not on the border. S/M will not fit.
