Do I need to Ptex

I was bringing my snowboard stuff out from storage and I saw this nasty long scratch that I got last season. I was just wondering if i should ptex or not.

I'd tidy up the messy bit on the blue section and Ptex that. The rest of it doesn't look too bad.

how would i clean it up I already tried to get a knife and cut the hanging pieces but it wont come off

Sharp razor to get the wirey bits and then a quick once over with some course sandpaper. You want to make it easy for the Ptex to get right in and bind properly.
