Some board/boot questions

Hey everyone! I have a few questions regarding board sizing and boot sizing.

I weigh 140.4 pounds (with clothes on) I am 5'9" and I will be doing mostly hills, but would also like to be able to do some park. I believe they are called "Mixed mountain" boards or something of the sort (read it on here somewhere)

What would be a good sized board? My brother who weighs about 170 and is 6' has an board size of 154 (M3 heartbreaker i believe) That board feels about right on me.

So to round out the first question, what would be a good board size? I am looking the burton Indie boards right now, but if you have a suggestion that isnt to expensive I am willing to hear/see it!

Now boot question:

My brother has a set of vans probo boots in size US 9. They are a half size to small for me, going by how when standing straight your toes should be touching the end. So I suppose I am a size 9.5 in vans.

I would like to get a burton boot, so has anyone had both boots and can tell me an estimate on how the sizing works that would be excellent.

Now I wouldn't be asking the boot question if I was able to go to a snowboard store. But the one that is near me (230 miles away) has a very limited selection to cheap boots.

So any comments are welcome!
