Footbed correct size but liner too tight?

I've started getting some heel lift on my old snowboard boots, and after reading advice on here I measured my bare foot and found I was wearing a size and a half too big! (I have wide-ish feet, and have struggled to gets boots to fit in the past so had to buy big for comfort)
My left foot is 263mm long and right foot is slightly shorter. Foot width is 98mm
I ordered a pair of last-years 32 TM-Two boots online in UK size 8 (US size 9), which according to 32 is actually half a size too big as is designed for a 270mm foot.
When I try the boots on, my toes are tightly touching the end. When I really crank the ankle strap tight and lean forwards, they touch less but still touch. When I go on heel edge my toes are forced into the end and I doubt I could cope with that while riding.
If I take the gootbed out of the boot, my foot fits on it without any toe overhang, so I suspect that the rear of the boot and/or liner is pushing my foot forward. I have also tried using my existing superfeet insoles, but still same problem
I did a shell test with my bare foot inside the shell, and estimate 12mm of space behind my heel when my toes are touching the front of the boot
I am wondering if heat molding will fix them for me, or if I need to return them and go up a size? The liners are Intuition 3, but with a neoprene toe box so I couldn't force that out with molding
