to my satisfaction

but it does highlight a major flaw with paypal

1. buyer sends money to seller via paypal
2. payment clears the bank, shows up in the seller's paypal account
3. paypal charges the regular currency conversion rates
4. buyer/bank reverses the payment after it has cleared and before the transfer to the seller's bank account has been completed
5. paypal can't/won't do anything about it
6. paypal charges a payment reversal fee to the seller (wtf?!)
7. buyer re-sends the payment
8. seller is on the hook for the currency conversion again

Step 4 is the bullshit where the buyer appears to have complete control
