Brand new still sealed in box. Green and size L.

Sorry I can't tell you. I wear size 10 boots and they fit fine. My best guess it'll be slightly too big on your size 9.

when you strap in your boots, is there still quite a bit of strap left to secure your boots?

yes, that is why I believe flux Large is too big for your size 9.
