Cartel Restricted V.S. Cartel Limited?

Hello everyone, this is my first post in the forum

I am looking to get a pair of est cartels for my parkitect, and currently looking at the restricted cartel est, i.e.: Burton Cartel Restricted EST

The restricted cartel review keeps referring to the limited cartel, and stating that the limited cartel has a different/better baseplate, resulting in better tip-tail response.

Does anyone know what the differences are between the two (besides the appearance)? Are they actually different as stated on thegoodride?
