I have DC Farside pants that, while on the regular inseam side, has snap buttons on the bottom hem that will prevent the pants from scraping on pavement.
You can try to look for pants that you can either draw in the bottom hem with a cord like Special Blend's Annex pants or lock in the bottom hem above the shoe/boot as in the DC Farside pants.
Unfortunately for us this is all we have to work with.

I have the same problem, always debated about getting mine hemmed or something. (I'm about a 34W-30L or so in jeans)...
I usually look for pants that have something in the bottom to synch them tighter, or I just hold them up while I walk, I'm sure I look retarded but oh well.
If you find a good option I'd like to hear about it!

Short Snowboard Pants
Need some short inseam snowboard pants. Are my choices pretty much limited to Burton Cargo and 686 Smarty?
Really tired of walking the backs off of my pants. They get in the way of my bindings too.
Damn these midget legs.
