I've personally always kept it. My reasoning is that once you remove that water, the ice then has to cool the now abundant air present inside the cooler. Keeping the water in will help maintain a cooler temp. along with the remaining ice. As long as all your stuff is in baggies and whatnot.

when car camping i have 2 coolers. one is food, other is beer. yes, that much beer is required that it needs its own cooler. i dont want to go digging around hotdogs and hamburgers trying to get to my beer.
