There is a universal truth that the people/person drinking always think they aren't as drunk as they appear to the sober people. You may not have been truely fucked up but the patrol saw where you were headed and cut it off before you got hard to deal with.

Personally, I'd report people boarding around with booze on their back as well. You want to get drunk, do it at the end of the day and not while other people are trying to board. I could care less about the danger to you, but if you hit someone because you're drunk it's a problem.
