Does the guy have a car? If so, I'd fuck with that instead. For example, pour deer piss into his car door/window seal.

I have a thing about cars... I take good care of mine and if you wanted to his me hardest, one of my top 3 would be fuck with my car... So I would not want that karma on me.

This dude knows what I drive, and if my friend took it to that level, it may backlash on my poor VW.

I have another friend that just bought a new WRX with only 600 miles on the odo. He parked it outside my friends apt, and it got the door kicked in and keyed like a mofo..... We all wanted to blame asshole, but there was 0 proof.

Do his car with bologna it's amazing what that does to paint. If you really want to fuck with him seal his apartment door shut. Gorilla glue goes a long ways.

This was one of my friends top ideas. Some sort of metalloid epoxy applied with a needle tip in the keyhole... it would also cause the door to be left open until it was fixed...

Unfortunately access is limited... if one were to research this on the internet, what would one look for?

I see you're still worried about retribution. Seeing as how this all started with a noise complaint, maybe your roommate should rig a speaker up to the ceiling and blast "Never Gonna Give You Up" on loop. Of course, this is akin to spraying shit all over yourself just to spite your neighbor, which is why a good pair of earplugs would be necessary.

Electrical wiring standards. Study how breaker boxes are designed.

I like Shred's idea of not payring rent. It forces another party with some authority and credibility to take action and at this point it will again probably be against this asshole. Although it is not hard for a landlord to simply begin a process of debt collection which is nothing but within their realm....

Honestly? Find a local cop who will have a beer off duty and ask them for advice? These guys are not only the best at keeping you out of trouble but they are also the best criminals around.
