Actually, an impeachment will not remove anyone from office just on it`s own, Articles of Impeachment are drawn up in the House of Representatives and are simply an indictment. Then it would go to the Senate where a lenghty trial would be held. Bill Clinton was impeached, but he was later found not guilty in the Senate. So yes, some of us do realize how impeachment works.
There is no Constitutional basis for prohibiting the impeachmentment of both. The House can hold impeachment hearings on both individuals independently. So, while unlikely, it is not impossible to impeach both the President and the Vice President at the same time.
I think the recent impeachment article brought to the floor are an important if largely symbolic gesture to send a message to the world as well as to future scumbags like Bush that they can`t just get away with it. Also, an impeachment even though they will remain in office, paves the way for criminal charges for war crimes and all the other violations of international and US law. Their alleged crimes are such that many are capital crimes and there is no statute of limitations, so they could be tried and thrown in prison 20 years from now.
