I can guess what the article is about. I'm all for population control to most extents. I find it kind of sad that only China takes the initiative because they are SO overpopulated. The thing with the toxic milk is a bit odd though. Definitely check it out.
But it is hard to say what exactly they are doing without the article. I'm going to say this is the one you meant to put up: China says 90 percent of families take toxic milk deal - Yahoo! News |

Wolf I'd like to point out that out of the 6 billion people on this planet, there are only around 600 million in the entire US. And the US has a larger land mass than almost every country on the planet. Religious resistance to birth control isn't the cause for overpopulation. Look at countries like China where religion is damn near forbidden. Thay have what 2 billion people running around? That's a lot of moo-sho pork.
Look at india and their billion. There's nothing in the hindi religion against birth control. Religion in the US isn't even a drop in the bucket when it comes to overpopulation. The percentage of people against birth control vs the number of people squeezing out little bastards has more 0's in it than your salary. The problem is, making babies is a lot of fun. Good luck fixing that one

^^FREE CINEMAX!!
Seriously... I wonder how much is from education. In the US, there's a lot of emphasis on birth control and teen pregnancy, and stuff like that. Not sure what kind of education is going on in other countries, so I can't say that's the issue. Just a thought. |

I also think that general education helps. Those who are more "career goal" oriented, tend not to have as many children, and tend to make the decision to have children when they're ready. That of course is not always the case, but I would say the majority.
But putting together schools and careers and all that stuff is a lot harder to do than to just have a bunch of Planned Parenthood centers all over. And in my opinion, governments should REWARD those people who have 0 children, rather than penalizing them... at least that's what happens in the US. Those with kids get tax breaks, those without kids don't. That's a whole other argument
