Capturing him alive, taking a mundane mug shot, and bringing him to a mundane trial in a hospital-green courtroom in a bright orange prison jumpsuit, and locking him up for life in solitary never to be heard from again would be the best possible victory for the U.S.. There's no symbolism left in him, he's just prisoner #X in an orange jumpsuit in ankle cuffs. He's another number in the system... like everyone else. He eventually dies of old age hooked to a dialysis machine in a hospital bed with white sheets pooping in a bedpan. - he loses.
