Can someone explain delegates?

I kind of understand the process but im not sure how delegates are handed out. Are all these delegates that are being passed out actual delegates?

CNN is reporting (lul whyuwatchingcnn?)that Ron Paul is 4th with the least amount of delegates, but every time he speaks he keeps saying that hes in second in delegates just behind Romney, which leads me to think that the delegates that are being handed out arent actual delegated, but just proposed delegates. Im not sure how/when delegates are actually handed out so this has me kind of confused.

A delegate is a pointer to a function that can be assigned a specific signature. Only functions that match that signature can be assigned to the delegate.

... Oh, you mean politics. Sorry, can't help. That shit makes no fucking sense. :D
