I'm a big fan of 686 pants, especially the smarty cargos which have the zip out liner included. They are a pretty good value for the money and build quality is pretty good and hold up pretty well.

I'd say you can expect to spend a bit over a grand for a decent quality "starter" setup give or take a hundred or two. You can easily spend less with enough research and picking up past season gear...

Sealing the air out of your goggles will cause fogging which is why most companies these days are trying to vent the goggles as opposed to keeping the air out.
