Default Base repair help

I recently bought a base repair soldering iron, panzer file, and other material to do minor repairs. After cleaning the base and welding the plastic material onto the base I am unable to scrape it down to be level with the base around it. The panzer file seems to be doing harm to the surrounding base than scraping off the material i intend to now matter how careful I am. Also tried using a metal scraper and it just takes the whole welded material off and out of the scratches and grooves. I'm not sure if the panzer file is dull or if im just doing something very wrong. Any help would be great. Snowboard repair shops in my area are not too helpful with advice, everything I ask they say it should be brought in so they can do....even waxing.
