I'm pretty sure it was made by the Mars Society to show the changing of Mars from red (current state) to green (terraforming) to blue (earth-like). But I could be wrong. I remember seeing some concept art a while back from different groups before they revealed it. But that was back when I was in high school and it was a big deal. Some schools were even designing flags for it.
