Can't speak for whistler themselves, but I think in general it's tough to give a single number to a resort as large as Whistler, or any of the multi-thousand acre, 3000+ vertical foot resorts. Elevation, wind, temp, etc. have such an effect on snow that even at a small resort 4" at the bottom could be 1 foot up top, and higher in certain areas.
