Is this Board still usable still?

I bought this at Goodwill but just noticed this? Don't really know much about snowboarding...Thank you

Will it glide and go down the mountain? yes.
Will it do it well? No.
Would you notice it since you didn't know enough about snowboarding that you bought it? Probably not much.
Is it dangerous to use? Maybe to some degree but it shouldn't be that problematic.
Would I use it? Nope
Should you try to use it? Your call.

That's fixable. Depending on what you want to do with the board would depend on how you go about having it fixed.

Yeah, you fix the issue by throwing the board in the trash.

If it’s open to the wood core it’s going to take up moisture and get worse. You probably don’t want to sink more money into repairs though. As a beginner you could probably use it for a bit… until it’s just trash.
